What is Code Blue?

Code Blue is a cold-weather emergency response that helps people experiencing homelessness access life-saving shelter when temperatures become dangerous. Code Blue operates from November through April and is a NYS-mandated shelter program operated by Shelters of Saratoga since 2013. More than just shelter, we offer a path forward rooted in dignity, community, and practical support.

Code Blue works in conjunction with Shelters of Saratoga’s programs and area community programs to achieve a continuum of services that meet Saratoga County residents in their place of need. Code Blue is a launching point, not a last stop. 

A person’s journey can begin anywhere, but we most often find people in need through local law enforcement or DSS referrals, through our Outreach Program, or referrals from institutions. 

Our Outreach Program meets people on the streets, offering food and necessities as a tactic that enables trust and relationship building. This is often the first step to educating people about what help is available.  Through outreach, we encourage enhanced services, enrollment in Medicaid, referrals to health services, placement in our shelter programs, or financial services.  
 
Shelters of Saratoga’s Emergency Shelter offers year-round admission-based shelter for those who benefit from a sober and structured environment. The services offered are similar to Code Blue but are available year-round, and guests are in shelter until a formal discharge to housing can be made. On average, the program has a 65% housing placement success rate, more than double the national average for similar programs.  
 
When units are available, SOS places Code Blue guests in our 16-unit Supportive Housing program. In this program, continued stabilization is offered through case management, ensuring our tenant’s needs are met. Rent assistance is offered for those who qualify.

What kind of shelter is Code Blue?

Code Blue is a low-barrier shelter. At SOS’s Code Blue, guests do not have to be sober to stay, but drugs and alcohol may not be brought onto or consumed on the property.

Rules about substances are set by the shelter operator; they are not necessarily determined by the shelter’s low-barrier designation.

Why is a permanent Code Blue shelter needed?

Demand in Saratoga County is rising, and temporary solutions are no longer viable. The County has purchased land, removing the largest barrier to progress. City and County leaders are aligned, creating a rare moment of shared readiness. Over $4.3 million in early gifts and 100% Board participation demonstrate strong community commitment.

• Separated sleeping areas for vulnerable populations
• Access to services that help individuals move from crisis to independence

Who will the new shelter serve?

The shelter is planned to provide winter emergency shelter for up to 75 adults*, along with connections to supportive services and housing resources.

The future shelter will offer dignity, safety, and hope for those who need it most.

Features include dedicated intake space, a commercial kitchen, laundry and hygiene facilities, and separate sleeping rooms for specific populations.

What happens if someone from another county comes to Code Blue?

If someone comes to us from another county, we help them return to the county they came from. When it is safe and feasible, we do so the same day. If they arrive late at night and travel is not possible, we provide a place to stay overnight and help them reach the appropriate location the next morning.

How will this impact the community?

A permanent shelter will save taxpayer dollars by reducing costly motel placements, strengthen public safety, reduce strain on emergency services, centralize human service coordination, and provide year-round value through flexible programming and support.

When will the shelter open?

The new shelter is scheduled to open in November 2027—but meeting that goal depends on securing the remaining campaign funds. Every gift brings us closer to opening a permanent, purpose-built shelter and protecting our neighbors from the dangers of winter.

Why this location?

The location at 116 Ballston Avenue is centrally located near essential services and is accessible by public transportation. This will make it easier for guests to connect with the resources and support they need while working toward greater stability.

 

How will the facility be used outside of Code Blue season?

Our current focus is Code Blue. Like many in our community, we hope to see the space used beyond the winter season and look forward to exploring additional programming in the future.

How much will this project cost?

The permanent Code Blue shelter is projected to cost $8 million.
